The Planning Division responsible for Policy Planning and physical project is a repository of intellectual activities and constantly seized with the preparation of position papers, draft proposals, speeches, lectures and taking points at various levels. It is also the Secretariat of the Ministerial Tenders Board.
Policy Planning
This involves, among other things, the preparation of policy papers and draft proposals for consideration of the Policy Planning Committee (PPC). The PPC, composed of Under Secretaries and Directors is chaired by the Hon. Ministers. In addition to PPC, Planning Division is also responsible for the Crisis Management Meeting (CMC) and the Top Management (TMM). The Division has been ever ready to organize any of these meetings at the shortest notice from the principal authorities of the Ministry.
Physical Planning
This section involves project planning and its execution either on the basis of Rolling, Medium or Perspective planning. The Division receives reports from overseas on the state of government properties and coordinates plans for their management; and in the event that none exists in mention that the Division is currently saddled with the development of projects both at Headquarters and at our Missions. For instance, PRS is in this Financial Year working towards completing some very important projects in the following 43 Nigerian missions: Brazzaville, Brussels, Buenos Aires, Kampala, London, Madrid, Lusaka, Rabat, Yaounde, Vienna, Buea, Addis Ababa, Kingston, Port of Spain, Jeddah, Riyadh, Jakarta Tehran, Kingshasa, N’djamena, Dublin, Carcas, Ottawa, Khartoum, Islamabad, Paris, Lome, Lisbon, Malabo, Bamako, Cotonou, Bissau, Duala, Darkar, Johannesburg, Monrovia, Havana, Rome, New York(PM), Accra, Ouagadougou, Freetown and Banjul.
Similarly, at Headquarters Capital Projects to be undertaken this year include the completion of the new Headquarters building, rehabilitation of existing facilities at the Foreign Service Academy (FSA), construction of Foreign Affairs School, Computerization of the MFA, Commuication Linkage between Headquarters and Nigerian Missions abroad, rehabilitation of Hajj Transit Camp, Akowonjo, Lagos, and upgrading and stocking of the MFA Library.
The Division has responsibility of planning all projects of the Ministry including its missions, in line with the principles and policies of government. In this regard, all the projects in any given budgetary year are planned and packaged, upon receipt of necessary documentation from the Missions or Headquarters Project Officers as the case may be, for due process certification by BMPIU.
